Американцы всегда найдут верное решение - перед этим перепробовав все остальные.

Как мне кажется, это вовсе не косноязычный английский парафраз чеканного задорновского "Они т-у-у-у-пые !". Скорее, это несколько завистливая констатация неограниченности американских сил и ресурсов и неуязимости их геостратегического положения, позволяющих без фатальных последствий совершать все возможные ошибки - и, в конечном счёте, добиться требуемого результата.

Кроме того, возможно, эта фраза - просто апокриф, т.к. встречается слишком во многих вариантах.

Т.е. американцы, перелопатив необъятное вербальное наследие Черчилля и не найдя подходящей фразы о себе, сами её сконструировали и ему же и приписали, тем самым эту фразу вполне оправдав.
